Examines water budgets and their potential value to North American water utilities, and develops practical applications of the water budget concept that can be adapted to different conditions such as drought and flood control. Assists utilities in designing and implementing water budget-based rate programs. Also assists in the future development of advanced technologies and tools to facilitate these powerful water and financial management techniques. Tailored Collaboration partner: City of San Diego. Published in 2008.
